Remember Condi: "terrorists only have to succeed once"

From her 9/11 committee appearance (and remember...just fyi...Shrub at first was not going to permit her to appear at all):


"And, let's remember, those charged with protecting us from attack have to succeed 100 percent of the time. To inflict devastation on a massive scale, the terrorists only have to succeed once, and we know they are trying every day."


How does this reconcile with Cheney's comment that a vote for Kerry means we will get hit again? Isn't his adminstration's official position that everyone knows we cannot ever be 100% safe?
