| Question about Kerry bumber stickers and congressman |

I work near the office of a Massachusetts congressman Michael Capuano. I went to the office and asked the woman at the desk if they had any Kerry bumber stickers. She said no becuase it's illegal to have them. I asked where I could get one and she suggested the Kerry campaign HQ. I thanked her and left.
I started thinking after about what she said; that it would be illegal to offer Kerry bumber stickers in the office. Is this right? Is it Massachusetts only or national? This sounds odd to me.

if it was his district office, not a campaign headquarters, then the people working there are government employees, who are forbidden by law from engaging in overtly political activities while on the clock.
