Obama has gotten off to a deft, fast start on implementing his agenda. Agree or disagree with that agenda, that's a victory for him. He's successfully pushed through major legislation and he's maintained his political capital. That's an impressive achievement for any new president, and even more impressive for someone who supposedly didn't have the insider advantage and political experience to pull it off.
It's too early to tell if the legislation and policies that Obama has pushed through will be successful, but I don't see how anyone can argue that he's off to a good start in achieving his agenda.

I don't think there was one in the modern era. You'd probably have to go pretty far back.
