Has the malAdministration Done Anything Good?

This is a serious question, and I'm looking for serious answers. I'm writing a letter to the editor and want to make the flat statement that there has been no program passed by congress and supported by Bush that has benefited the general population of the nation. Being a "good, moral Christian man" doesn't count.

8. Yeah, its a short list

Bush's congressional agenda really started and ended with the tax cuts. Even something like the No Child Left Behind was doomed to underfunding due to the tax cuts, which were the only priority. And as to curing the already existing programs, like Medicare or SSI, Bush just screwed it up.
