Can someone explain "Air Force Shaping" DOS Rollback" Procedures

In lay terms so I can understand it. The VA guy in my office just tried to explain it to me but I am still confused. All I know is that guys can be called back to Iraq on active duty after they get out(where they would have been anyway) but without their GI bill if they don't volunteer for the reserves for 6 more years? WTF? Help?
