...that discourages or prevents him from effectively fighting terrorism. His success depends largely on their existence and theirs depends on his ineptness to the point that neither will work too hard to defeat the other.

...relationship between the two super powers, the U.S. and the USSR during the cold war. However, I feel that the realtionship is more than symbiotic with terrorists. Our own CIA and covert government policies since Reagan has actually created, funded, trained, used then fought virtually all of these groups we now call America's enimies. Symbiotic is not the correct term for that kind of relationship. Anyone know what that is called?

kind of how in the mandela of the drug war we have law enforcement and the DEA + the prohibitive laws on one side, ( funded by billions of tax payer dollars ) and the drug cartels on the other. Both guarentee contiunal employement for each other.
Its the same kind of thing for the Chimp and terrorists. Iraq may be the best recruiting situation OBL could have ever wished for .
