Why doesn't Pharlock want the perp to be identified and arrested?

The photos are clear. He said that is the sign ripper. Why not have him arrested? A 21-YO who would assault a small girl is a threat to the community. It is is Phil Pharlock's community responsibility to demand that the sign ripper be identified and arrested.

Unless of course he doesn't want his son to be arrested....
