what would happen if either of the participants broke the agreed on rules? for example say bush is going on about how progress is being made in iraq and then during kerry's turn he asked bush "dude, WTF are you smoking?"

If Kerry strays outside the deabte rules, you can't trust him. He breaks the rules. He goes against his word. He's slimy and despicable.

If Bush strays outside the debate rules, he thinks on his feet. He's not constrained by artificial limitations. He's a man of strong consience who wouldn't let the rules prevent the truth.

...I'd assume the moderator would prevent such actions from occuring. Like if Kerry formed a question and pointed at Bush daring him to respond, the moderator would probably just remind him that no direct questions are allowed.

Actually that'd be good.

Moderator says you can't ask direct questions.
Kerry says 'I was actually asking a rhetorical question. I'm aware the President has asked for no direct questions. It makes me concerned that we live in a country where my president won't answer my questions as a citizen.'

asking a question that he knows the judge will strike but still gets it out there for the jury to hear.

5. Not likely

The agreement requires that there be "reasonable methods" in place to prevent both the candidates and the audience (in the town hall debate) from breaking the rules. Essentially, their mikes will be cut and the camera will move away. It's really lame.

I've said this before, but it's a pretty sorry state of affairs when a sitting President needs the rhetorical equivalent of a booster seat.
