California can't ban, restrict, or charge fees on any vehicles from other states unless we want to forfeit our federal highway dollars. That was the whole point of the interstate highway system...to allow vehicles from one state to flow to another quickly and painlessly.
There are some emissions changes coming up for diesel vehicles registered in-state, but they don't impact out of staters who are simply visiting or passing through.

Also, a 49 state vehicle is restricted from registration as a California vehicle without approved modification or special dispensation. Someone was intimating something more severe like travel bans, which smelled of horse apples.
