...which means that the wrongful conduct was clear to the court. However, what it appears is that to hold off an appeal, the city waived its right and settled with the land owners. I got that from the statements of the mayor.
That settlement payment is the liability of the city. That is the only judicial determination ~~ so far. Most likely , the councilperson did interfere. But...it was a settlement by one defendant ~~ the City ~~ and from the article, it appears that the City admitted no liability. Therefore, IMO, it would be hard to have her pay at this time. The City, IMO, most likely will have to bring an action to recover funds from her. How successful this would be? Not sure at this time because there are not enough facts to decide who did what and, most of all, it appears that the action against her is not at a final determination.

"It is therefore with great sadness that we ask Councilwoman Rexford to consider stepping down from her position on the Poway City Council."
The City Council needs to be more definitive and demand her resignation.
