If you want to talk about poor planning when it comes to people living in NO, what about the oil companies who put their refineries there?
Why couldn't they spend some of their record profits to shore up the levees to make them able to withstand the hurricane forces that people have been afraid of since god-knows when?
Answer: Because that would cut into their profits . . . and block their gouging . . .
I somehow don't think it's poor planning, now . . .

Although we already have. Record billions in profits this year. They could have completely footed the entire levee repair bill themselves, and still had a couple hundred billion left for their hookers and cognac.
