how to get an escape message to someone in NO?

We have a friend of the family who is in her apt on Le Page in New Orleans---anyone know of anyone in the area or other ways to communicate that we have a ride to Baton Rouge for her with the U New Orleans people going to LSU?

She won't leave her cats, we know she is alive and well and though others have been taken out, she won't leave her cats. Her family is wild with worry and I'm trying all groups I know. PM me if you can help please

(Please, don't mail me about cats, I'm not a cat person and so I have no position on this other than she is a traumatized woman and I'm not going to get into whether or not I would leave cats...)
