Please note I'm transcribing this myself....
Thank you madam president. I wanted to speak at this moment following my colleague from Mississippi to associate myself with his remarks. I see my colleague Senator Vitter on the floor and Senator Cochran is not too far away, and just to say Madam President that, this is a crucial vote for those of us along the gulf coast who have faced not just 2 killer storms, but multiple levee breaks that have put this great economy of the nations' only energy coast at risk. And while we would not have designed the bill this way, it's left up to the 4 of us who have been negotiating this package with the help of many of our colleagues through the process, we would not have designed it exactly this way. I wanted to add my voice to say it is imperative that we get this 29 billion dollars (of direct aid), not to FEMA, but directly to our governors and to our people to give them hope that this region can be rebuilt. Without this, it will be impossible and it cannot wait another day. I thank my senate colleagues.
apologies for typos/spellings.

| 2. $250 billion seems about right |

Remember, it is about the failure of the federal levees due to criminal negligence and not about a named storm. One hundred percent compensation for uninsured losses, and Cat 5 levees should be the mininum requirement, along with coastal restoration as reparations for generations of the rape of the coast.
