BATON ROUGE, La. (AP) — State Sen. Francis Heitmeier dropped out of the runoff election Tuesday to become Louisiana's next secretary of state, essentially handing the post to his colleague, state Sen. Jay Dardenne.
Heitmeier blamed his decision on the displacement of south Louisiana voters who form the Democrat's base in the New Orleans area.
"After a close analysis of the vote, it seemed clear that turnout would not be much better on November 7th, and that it would take a large revenue stream to mount a major get out the vote effort," Heitmeier said in a statement.
