I found this August 31 press release on the Montgomery County Board of Elections web site. This is the morning after the county's worst voting debacle in recent memory. Check the comment at the end about "well-trained judges."
When my polling site couldn't open because of the missing voter access cards, they just sent everyone to another polling location. Most polling places allowed people to use provisional ballots or told them to come back later.

County Officials Pledge to Have Returns Available by 8:50 p.m.;
Election Returns Available on County Website
Montgomery County officials today pledged that election returns will be available beginning at 8:50 p.m. on September 12 and will be updated every 20 minutes. Up-to-the moment election results for the September 12 Primary Election will be accessible on the Montgomery County home page to anyone with Internet access. Citizens who do not have Internet access are invited to the Board of Elections, 751 Twinbrook Parkway, Rockville, where election results will be displayed.
“We are committed to posting election results beginning at 8:50 p.m. with updates every 20 minutes thereafter,” said Elections Director Margaret Jurgensen. “Our elections judges are well-trained and prepared to quickly and efficiently transmit votes once polling places close. The new security in place this year presents some challenges, but we are ready and confident that votes will be tallied and posted timely and accurately.”
