What's the deal with all firings - public utility commission?

Was this just one person getting carried away or is Erlich trying to make it more difficult for the commissioners to determine whether Pepco and BG&E are hosing consumers with the proposed electric rate hikes? The people fired were mostly technical people, with the exception of one PR person, I believe. Why would you fire the people in a position to critically analyze the claims of the electric utilities on the proposed rate hike?
