Dog racing, marijuana topics of ballot initiatives and Constitutional Amendments

BOSTON -- A ban on greyhound racing, an end to the state income tax and the decriminalization of possession of small amounts of marijuana are some of the questions that crossed an initial threshold on a long trip to the statewide ballot Wednesday.

If Coakley deems the questions constitutional -- and if their backers survive the arduous process of collecting tens of thousands of voter signatures and fending off possible legal challenges -- the questions could land on the 2008 or 2010 ballots.

Another question would repeal the law establishing a comprehensive permitting process for affordable housing projects.

Three proposed constitutional amendments were also filed. The earliest they could appear is the 2010 ballot. They would lower the voting age to 16; authorize the people of Massachusetts to delegate certain powers to a global federal union of democratic nations; and change the constitutional amendment process.
