BROCKTON -
The state Board of Education shot down the proposed school, the International Charter School of Southeastern Massachusetts, even though the state education commissioner wanted to see it approved.
The board had never before turned down a charter school that carried the recommendation of a commissioner.

Nembirkow, along with superintendents of the Whitman-Hanson, Abington and West Bridgewater school districts, had sent letters to the education commissioner opposing the school.
So had the city’s three state representatives, Thomas Kennedy, Geraldine Creedon and Christine Canavan, as well as City Councilor Linda Balzotti.
