Poll question: Do you choose the 5.85% income tax?

Having moved out of Massachusetts last year, I was filling out my state income tax return for the last time. As usual, I saw the option to pay the 5.85% income tax instead of the required 5.3% How many people voluntarily pay 5.85%? Anyone here?

Another question -- does anyone know anything about the origins of the optional higher rate?

2. I can't remember TurboTax giving me that option

and they're usually very good about following State taxation, so I guess I didn't have the option.
