What had been a tame race for Warren County freeholder turned tumultuous yesterday, when the Democratic challenger blamed the Republican incumbent for a culture of rampant pay-to-play that provided the county's part-time attorney with a higher salary than that of the New Jersey attorney general.
Holding up a brownish piece of fabric, Damiano Fracasso said Warren County Freeholder Director Richard D. Gardner earned the "Golden Fleece Award" for wasting taxpayer money.
