Need help with the state and county issues to vote on

I'm a little confused by the issues on the sample ballot i got today. what do all these tax questions mean? this is the last thing i would understand :(
especially for anyone who is in Burlington County, what does that one county issue mean about water?
please help a sista out

i don't understand the issues that i'm supposed to be voting on, i thought it would be good to know what i was voting for instead of just picking yes or no at random. i'm surprise no one knows at all what they mean. no one here has seen the sample ballots?

so if i don't understand what they mean, and i don't answer them, will that disqualify my other votes for candidates?

And to answer your last question, if you skip the issues votes, your candidate votes WILL still count.
