Question about NJ-6 (Pallone's District)

Am I correct in assuming this is a safe Dem seat? This is the district that my current carpet-bagging, Bethesda, Maryland-resident congressman (Lil' Mikey Ferguson) "moved to" in 1998, before losing there, and subsequently "moving to" (read: trading houses with a wealthy Republican donor in Warren Twp) my gerrymandered district to take Bob Franks' open seat. I ask, because this guy running against him seems very strange, even by Republican standards. Mr. Fernandez' website is somewhat interesting, www.sylvesterforcongress.com

I'm still trying to understand what point #5 of his "election manifesto" means.....

Where the f*** did that line about the United Nations come from?
When did the 9.11 commission recommend we launch pre-emptive attacks on our enemies "and anihilate(sp) them"? I must have missed that recommendation, maybe it was in the Faux "News" version?
