"The least popular of the three measures polled is Measure 48, a proposal to limit increases in state spending to population growth and inflation that would have a sweeping impact on state government. A total of 24 percent said they would vote for it or are leaning toward it, and 57 percent said they plan to vote against it or are leaning against.
A large undecided bloc -- 19 percent -- suggests some voter confusion over the measure, Hibbitts said. The poll, conducted Oct. 28-31, has a margin of error of plus or minus 4 percentage points."
