For everyone registering new voters in Pennsylvania--and those of you who aren't, should be--as of December 2000, citizen felons may register to vote as soon as they're released from prison. They used to have to wait 5 years to regain their voting rights, but that law was overturned by the courts. Those in jail awaiting trial or serving time for misdemeanors can vote from their cells.
Nancy Eshelman probably has a personal stake in this issue. IIRC, her son is serving hard time for DUI murder.
