In second letter to Gov. Rick Perry, Dallas mayor outlines city's problems with state budget

On Saturday, I told you about a second letter Mayor Dwaine Caraway has sent to Gov. Rick Perry about Dallas' concerns that state plans to balance its budget at the expense of cities.

Perry, Caraway and City Manager Mary Suhm met Friday afternoon to discuss those concerns.

After the meeting, Caraway gave Perry the letter. And now, I'm giving it to you.
