(AP) - Unofficial returns show Democrat Paula Miller has won Tuesday's special election to fill a Norfolk seat in the Virginia House of Delegates.

3. Great news!
At least we are winning some elections on the local and state level. This could possibly be the way we take back the state and then the nation. I wish I could have voted for Miller, but I live in the 85th District.
