Public Hospital District No. Pos. 3 and 5 question

Can any of my local DUers help me understand the Public Hospital District campaign. We've got two challengers slinging around the charges re. VMC illegally using public funds for election issues.

The problem is, I don't know who these challengers are. Hamsted has a bio on the goodgovt sit, but I couldn't really tell where he stands beyond the VMC charges. I don't know anything about anyone in pos. 5.

Any insights?
