What's going on in downtown Seattle (11:45 am 2/15)

I keep hearing a lot of shouting and I heard sirens, but I can't see what's going on and the news websites aren't saying.

4. I don't think it was at Westlake. I can see that out of my window
It sounded as if it was on 4th Avenue, near the library, but I just couldn't make anything out.
