Is Cons Crime Thrust Really Racial?

So Harper does a speech using stats incorrectly to erroneously imply that there is a huge crime wave in Canada, the intent of which is to stoke fear so as to justify the draconian justice (sic) measures he plans to introduce.

Since much of the stereotypical perception of crime in Canada is that it is mostly a problem among non-whites, I wonder how much of the cons anti-crime thrust is really a subtle, indirect appeal to the bigot vote that the cons can't be seen to be courting directly.

It's all smoke & mirrors ....... Crack down on everything that has nothing to do with the real issues(ie recent instruction to police to get tough with small quantities of pot).
