According to news reports, Layton slammed Harper's decision to deliver the report outside of Parliament, saying it was a means of avoiding direct feedback from elected representatives.
Baird told CTV's Question Period the decision was made in order to involve more Canadians in the process, rather than staying in the Ottawa "bubble."

"The opposition is going to be saying this is just hot air and the actual fact is the government has done very little. But I think the indication of a turnaround is going to have to be hyped quite a lot because the end of the recession is only very gradually happening and in fact it may not be over at all," Clarkson told CTV's Canada AM on Monday.
