it is the one of few spending commitments the Tories have made since the budget crash, it was signed as a treaty commitment. Clegg is right. This should have been done years ago. It is a betrayal of the poorest in the World.
The Queens speech was a monument to 13 years of Labour failing to deliver - despite unprecedented majorities.
