The Identity and Passport Service (IPS) have got a hard sell. The article states that 1,386 applications have been submitted out of a population of 1.7 million. What they don't tell you is that the ID card is also available to civil servants who work for IPS, regardless of where in the country they work. I strongly suspect that of that 1,386 applications a good many of them are from civil servants (taking advantage of the reduced rate).
