Why one National Security Advisor and one Minister for Security?

1. Responsibility to Parliament?

As a government Minister Lady Neville-Jones is responsible to Parliament, I doubt that the National Security Advisor will be.

I think that this is what we call 'open and honest politics'. ;)

That's my guess at least.

2. responsible?

She sits in the unelected house of lords.

3. Responsible to Parliament, not to electors

She has to answer oral and written questions, and speak for the government on relevant legislation. And she has relevant expertise in the area. I don't know if we have any MPs who are ex-security service/intelligence service (there was Paddy Ashdown, of course, but he's in the Lords now too, and he never openly admitted it while he was an MP).
