1. Why do you think so? That she's ineffective, or that she'd agree with him?

Actually I didn't think she was at all bad as Acting Leader of the Opposition. The fact that Labour had no permanent leader and spent nearly five months fighting each other, while the Tories were menacing us (and Clegg acted practically as ventriloquist Dave's dummy), was certainly not a good thing for the country. But Harman held the fort better than I'd expected, and better than many could have done.

She's a good leader in many ways but giving her DFID is the wrong choice. Not thatI wanted D Alexander back in that role but Harman is better as just solely deputy.
