The Chancellor announced that Council Tax Benefit would be "localised" but there would be 10% less subsidy available. Now the white paper is out, Councils will not be able to reduce benefits for pensioners who make up 50% of the caseload for Council Tax Benefit, which means Councils have to invent their own schemes that cut benefits to those of working age by 20%.
Councils will not be able to cut benefits for low paid workers either, which further increases the cuts to those remaining. They of course will face all of the flak, without having the resources to cope.
This has had little press publicity but in many ways will hurt more than the "£500 cap".
On the back of cuts and "localisation" we will have 300 different Council Tax schemes.
Worse, the consultation is being done by a department that hasno understanding if CTB
