BIOGRAPHICAL SKETCH
Magistrate Judge Kemp was born in Huntingdon, Pennsylvania. He received an A.B. in Ethics and Political Philosophy from Brown University in 1974, and a J.D. from the University of Virginia School of Law in 1977. He was a member of the Virginia Law Review, the Moot Court Board, and was elected to the Order of the Coif.

From 1977 to 1979, Judge Kemp served as a law clerk to the Honorable Malcolm Muir in the United States District Court for the Middle District of Pennsylvania. He entered private practice in 1979, practicing for a year in Huntingdon, Pennsylvania before joining the Columbus office of Baker & Hostetler in 1980 as an associate in the litigation department. He became a partner in that firm in 1986.

In September, 1987, Judge Kemp was appointed to his current position as United States Magistrate Judge for the Southern District of Ohio. He was reappointed to that position in 1995.

BIOGRAPHICAL SKETCH
Judge Edmund A. Sargus, Jr. has served on the District Court since August 23, 1996.

Prior to taking the bench, Judge Sargus served as the United States Attorney for the Southern District of Ohio from May of 1993 to August of 1996. In 1975, Judge Sargus graduated with an honors degree in American History from Brown University in Providence, Rhode Island. In 1978, he graduated from the Case Western Reserve School of Law, where he was Vice President of the Student Bar Association.

In November of 1978, Judge Sargus was admitted to the practice of law. He practiced law in Bellaire, Ohio, from 1978 to 1979 in the firm of Cinque, Banker, Linch, Groman and White. From 1980 until May of 1993, Judge Sargus was a member of the firm of Burech & Sargus in St. Clairsville, Ohio.

Judge Sargus also served from 1979 until 1993 as Special Counsel to the Ohio Attorney General. He also served as a Director of the Ohio Citizens Committee for the Arts and the Ohio Environmental Council. Sargus was also a member of the St. Clairsville City Council from 1987 to 1991, Solicitor of Powhatan Point, Ohio from 1978 to 1993, and Law Director for the City of Bellaire from 1990 to 1993.

In 1998, Judge Sargus received the Annual President's Award from CHOICES, which operates the domestic violence shelter and counseling services in Columbus, Ohio. In April of 1999, he received the Annual Public Service Award from the Criminal Justice Research Center of the Ohio State University. In 2002, Chief Justice William H. Rehnquist of the United States Supreme Court appointed Judge Sargus to the Judicial Conference Committee on Security and Facilities.

Judge Sargus is married to Belmont County Common Pleas Judge Jennifer Sargus.

This isn't bad - looking at the different judges in that particular court, his background and education indicate a more moderate thinker -some of these judges were appointed by Republican Presidents, one by Bush senior. Last night when I was looking over the profiles, I thought to myself that I hoped it would be Kemp.

I feared, however, it would be Beckwith, the Bush appointee.

I have a better feeling about Kemp than I did the others. And, although this is hardly rocket science, I like his picture, he's a big grinning bearded jolly guy. Doesn't look as dour and conservative as some of the others.

I hope I'm not wrong.

Committee for the Arts, Environmental council = More liberal.

Also, his picture shows a smiling, skinny guy with sort of shaggy hair...he looks like he's pretty nice. That would RULE!!!

Maybe one person was originally assigned the case, and for whatever reason, he gave it to the other Judge? Who knows?

and the other a magistrate judge.

I don't know what the difference is but I would guess one is higher than the other?

21. A magistrate judge

Is a trial judge appointed by a life-tenured District Court judges. They serve either 8 yr or 4 yr terms, and handle certain types of cases, sometimes by consent of the parties.

You'll also find the term "magistrate judge" used to refer to someone who issues an official warrant, although that person may not be a real judge, but rather an officer or person who has been given the authority to issue warrants.
