Do you mean you need a free online fax#? If so, you might check into efax.com (they have free and paid services) where your fax comes to your email versus a fax machine.

What will it be used for? I once considered building an unlimited online faxing system for contacting the media and senators. Unfortunately, my luck in fundraising isn't very good.
