3. Almost certainly.
Just too early to tell--most maps at the moment have a little over 10% of precincts reporting, and a fair number of those were the more conservative eastern ones. It'll take some time, but he'll get there. Networks are probably just being a bit cautious in this particular case. Why they're not cautious in other cases I don't know.
