Black rectangle or border

My kids were on my new macbook running safari. Ever since they were on the black rectangle or bor appears on every screen where the cursor goes. It was not there before. For example google home page opens with the black border around the google search space. If I go to DU the border appears around Democratic Underground .com in the upper left. When I go to open this thread, the black border appears around the "subject" space, and then when I type this, it appears around the "message" box. So how do I get rid of this border following me around. It was not there before.

the border stays there in the same space on the screen surrounding nothing, or whatever is there, when I back space or go to a new page, until I take some affirmative action with the cursor.
