General CSS question

Are there some CSS style sheets/templates that limit the user in some way so we CAN'T change the various elements, or should we be able to change whatever we want with ANY CSS style sheet, including colors?

That's a basic thing I've never understood. On one hand I am told, "You can change anything in the CSS," when I inquire about paid and free templates. Yet at other times I'm told there are only so many options available and any others can be done for a fee.

Does that mean to have THEM do it is where the fee comes in, but I could still edit the style sheet according to my color preferences myself if I so choose (and figure out how)?

Oh, I found the COOLEST WordPress template generator: artisteer.com

I am learning basics of website design and development and am feeling my way along fairly well. What I'm afraid of trying is the actual install process. Once someone has installed it and gets me "in," I can play with things...lol...but I've never done the whole setup and install thing and don't have that very basic, fundamental know-how.

However, I use Bluehost, and I just found a tutorial that shows me how to install a WordPress theme directly via Bluehost (Fantastico is in the cPanel and supposedly has an easy install).

I'm gonna be brave and try that so I won't be so intimidated -- and thus be left vulnerable -- by this basic install process.

1. I'm not what you'd call a CSS expert
but I can drive it OK. If you have the stylesheet on your computer, you can change it anyway you like, even if it's a template. Are you talking about online CSS generators? I can see that you may not have unlimited editing capacity on a server.

2. No, in this case I'm talking about templates that you simply download...

be it free or paid. :)

3. You should be able to edit it
any way you choose, even just using a text editor.
