Assume it is a good thing?
Also, how the heck do I hide the Windows Live Update that I do not need since I don't use Windows Live. I think there must be some way to hide an update.

Short reply is, 'Fuck off Microsoft, stop making me feel inadequate and paranoid that I am not updated to the poofteenth degree, patched to the tenth power of 6 and about to update and upgrade my internet connection and download limits simply to allow for the innumerable 'security' updates that happen on an almost hourly basis.
In the end, you must make, for yourself, the decision whether you wish to download a collection of runtime libraries to make it easier for developers to target a wider customer base.
Or you could always turn off auto updates and never be bothered by this shit again.
