About open source Flash programs/tools.....

My project today is to learn how to create a flash banner. I know nothing. :)

I see there are tons of tools out there, but I'm searching for 1) either free or very inexpensive; and 2) something that allows a page to load easily regardless of browser and from places such as the library.

Suggestions? :)

On edit: I'm playing in Wix now (a brilliant DUer found this a few weeks ago).
