Does anyone know a way that when I start my PC up with two monitors, I can have multiple web browser windows appear in pre-specified positions all with separate URLS? Or would I need to find/create a 3rd party app to do this?

to the startup folder within the start menu folder via advance option of the taskbar and startup menu found on the control panel.
Also within a browser up can specify multi tabs to open in your homepage settings.
If you can now specify a program(browser) to run in each monitor, you can place them in the startup folder to run at bootup.

IE and I believe all browsers might remember the position of the window last openned, but it doesn't seem to remember multiple positions. The same issue exists even with one monitor. Say I want one browser window to take up the top half of the screen, and the other browser window to take up the bottom half. I don't think a shortcut will remember these positions. Maybe I need a VB script or something?

It's actually handled by the application itself (or at least it was in XP). I think the way it works is that the application, if it is designed to do so, remembers the last positioning of the window when the program is closed.
So, yeah, having two instances of it that you want to remember positions independently may require some trickery unless there's some hidden setting I don't know about.
I wonder if you could use Firefox and create separate profiles for each browser instance whether this would result in two positioning saves. (I don't know ... just wondering.)
