Streaming Olympics/CTV Canada, blocked IP address

So with CBC not showing the Olympics, and we have CBC here in Seattle, my only other option besides lameass NBC is to view streaming through CTV online.
Problem is that because of NBC's exclusive rights down here, CTV will be blocking US IP address from accessing streams
Am I correct that there is a work around, and if so, can someone walk me through it?
It would be greatly appreciated.

1. Find a free proxy server outside the U.S.

That's the only way I could find to to get my Dr. Who fixes through the BBC.

You may have to clear your cookies before this works for you.
