I used to use dbPoweramp, but it went to a pay model. The last two I tried couldn't do more than 192 resolution; I want 320.
So, any help would be appreciated.

But iTunes has built in functions to rip and burn CD's. I vaguely remember being able to change the sampling rate in it, but it's been a while so I can't be positive.
ETA: I'm embarrassed to be recommending an Apple based solution. Buncha sharks if you ask me.

uses .m4p format, iirc. I prefer .mp3, I can do more with it.

And burn it in multiple formats. The .m4p format is a PITA, but I regularly rip CD's to iTunes, then burn it to another one. If you purchase the music from the iTunes store, it's got all sorts of protections in place to keep it in the .m4p format. If you rip your own CD's, I think that you're free to whatever you want with it.
But, I don't really worry about the sampling quality since none of my car or home stereo equipment is all that good. (and I'm getting to be an old fart with bad hearing and a sampling rate of 192 khz sounds good to my ears.) So I can't really tell you if it will reach the sampling rates you need. I do know that it's extremely easy and fast.
