I just read about a virus that can take a snap shot of anyones web use history. The developers then publish the contents and send the user a bill to remove the list. Can anyone access their internet use history and for how long is a record kept?

Some browsers have a very high default (90days) and you should adjust down to 1 or 2 days for security reasons, save file space, faster load time. Also adjust cookie capacity and time saved also. Cache should be set to about 450 MB.
Also you can run tool type program like CCleaner to clear history and cookie files, after surfing the web.
