For me, I just buy a new hard drive, pull the old one out and put it in a safe secure place as a backup, and then install all your necessary stuff on the brand new drive.

But I suspect that was not what you were talking about. A low level format of the hard drive, followed by a partition and then a format and then reinstall the OS and just those programs you intend to use.
