Theory goes that the ancients (Lemuria/Atlantis) used these currents to power everything, including travel to outer space.
I don't think this just suddenly started. It's a feature of our place in the galaxy. The article hints at this when
it wrote that until recently, "scientists" (achoo!) didn't "believe in" it. Too much 'faith' in Science these days. :P
