My Name is Earl question

Who is the guy that Earl was playing beer-can tag with? I recognized him but could not place him. He is not listed or shown on IMDB or the NBC site.

I think the show has potential. Jury is still out, though.

He played a defendant on The Practice that was mentally challenged but came up with this plan to get his friend on the stand to testify for him--he tricked the DA into calling his friend.
