I'd guess the the producers gave her a pass because she was a character the viewers loved to hate.

The bestest thing in the world about Na Onka's quitting? She can never be asked back, because Probst and TPTB have made it crystal clear that they will never bring back quitters.

Although, I could see their breaking that rule just for Caustic Soda. Crap.
